Evaluate the competitiveness of industry conduct including short-term price, intermediate-term price and quantity, long-run entry and exit decisions, and measure the impacts on market performance. Compare the timing and extent of interactions between cash and futures markets for cattle and beef in the beef price discovery process. Determine the performance of livestock futures markets with respect to contract specifications, induced variability of cash prices, and efficiency in incorporating information on future supply and demand. Analyze the effects of contracting and other direct trade practices, where information may be held asymmetrically on price formation and market performance. (2147)

Measurements of Welfare Change From Rural Development Policies and Programs

Develop and apply a quantitative general equilibrium procedure at the state and substate geographic level for the purposes of evaluating rural welfare change from current rural development programs and policies. Construct a basic general equilibrium model for the state of Oklahoma and for a representative substate (multi-county) region incorporating measures of welfare change. Evaluate selected current rural development programs and policies for welfare change. Economic and Environmental Implications of Expiring Conservation Reserve Contracts

Identify, by region, the potential alternative uses of the land currently enrolled in the CRP and the factors likely to constrain the development of those alternatives based on the physical characteristics of land in CRP and the socioeconomic characteristics of the CRP contract holders. Estimate the economic impacts on local, state, regional, and national levels of expected post-CRP contract land use patterns associated with alternative assumptions about the general economic environment and alternative CRP policy scenarios. Changing federal programs are instigating many structural changes in the delivery systems of rural areas. This is especially true for the rural delivery systems of solid waste, water, and health. The overall objective is to develop and incorporate them into educational materials and technical assistance programs for rural decision-makers as they make decisions relative to structural changes in their community delivery system. Develop information relative to waste stream reduction and rural collection systems. Investigate the costs of water systems to comply with new regulations. Investigate the costs of alternative health care delivery systems and instigate strategic health planning. (2239)

Economic and Environmental Impacts of Water Quality Protection Strategies in Western Oklahoma

Identify dryland and irrigated crop alternatives and the soil characteristics, tillage, practices, technologies, rotations, and chemical use practices followed in Oklahoma. Determine the economic viability and environmental sensitivity of the alternative crop production systems used in the area. Develop and assess farm-level management strategies which have the potential to improve water-use efficiency, reduce the likelihood of nitrate pesticide pollution, and enhance the profitability of agriculture in the area. Determine the potential regional impacts of management strategies and policies designed to improve the profitability and environmental sensitivity of agriculture in the area. (2240)
