Joint Munitions Effectiveness Manual (JMEM) Program
The JMEM Production Contractor for the Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) provides research, analysis, and computational support to numerous joint-service working groups involved with the production and dissemination of classified conventional munitions effectiveness data. It also provides technical editing, graphics support, composition, and document design/layout to produce "camera-ready" paper copy and reproducible electronic media documents (including CD-ROM) of all JMEMs and JTCG/ME Special Reports. The Oklahoma State University Engineering Research Field Office is located on Eglin AFB in Florida (36 personnel -- analytical and publishing) with a satellite operation at the Aberdeen Proving Ground, MD (six analytical personnel). The 42 staff-year effort is near-evenly divided between research/analytical and technical publishing support. Research/analytical activity includes the development, documentation, and maintenance of sophisticated computer programs designed to produce classified conventional weapons effectiveness data versus a broad spectrum of surface and airborne targets. Research activity also involves the collection and analysis of detailed weapons system characteristics and target vulnerability data that are inputs for those weapons effectiveness programs. The technical publishing personnel, working interactively and concurrently with the analysts under a document production team concept, provide the technical editing, illustrating, composing, document design/layout, and software engineering support required to produce high-quality paper and electronic media documents in accordance with strict military standards. Currently, there are over 500 JMEMs and JTCG/ME Special Reports in circulation, many of which require frequent updates or revisions. The current focus is on producing hyperdocuments for distribution on CD-ROM. These documents provide quick access to large quantities of munitions effectiveness data that were previously contained in several paper products. To perform these tasks, both the analytical and publishing functions are highly automated with government-furnished equipment. Field Office personnel also provide the expertise to network and manage the data processing systems in a classified mode of operation.
